The Selection was made by a National Board that is chaired by the Federal Emergency Management Agency (FEMA) and consists of representatives from the Salvation Army, American Red Cross, Council of Jewish Federations, Catholic Charities, USA, National Council of Churches of Christ in the USA, and United Way of American which will provide the administrative staff and function as fiscal agent.  The Board was charged to distribute funds appropriated by Congress to help expand the capacity of food and shelter programs in high-need areas around the country.  Johnson County’s Local Board is requesting applications from existing, new and/or innovative programs that support preventing homelessness, a primary mission of the Emergency Food and Shelter National Board Program and addresses emergency shelter & food needs in our county.

A Local Board which includes, but is not limited to local social service agencies, Coordinator for the Johnson County Council of Governments, United Way of Johnson and Washington County, The Council of Religious Communities, and the American Red Cross will determine how the funds awarded to Johnson County are to be distributed among the emergency food and shelter programs run by local service organizations.  The Local Board is responsible for recommending agencies to receive these funds.

Under the terms of the grant from the National Board, local governmental or private voluntary organizations chosen to receive funds must: 1) be not-for-profit, 2) have an accounting system, 3) practice nondiscrimination, 4) have demonstrated the capability to deliver emergency food and/or shelter programs, and 5) if they are a private voluntary organization, they must have a voluntary board, 6) have a Federal Employer Identification Number (FEIN) and a Data Universal Number System (DUNS) number. For information regarding applying under a Fiscal Agent please contact the chair, listed at the end of this notice.  Qualifying organizations are urged to apply.  The deadline for submission of application materials is 5:00 p.m., September 15, 2017. An application must be submitted by the deadline for funding consideration.

Johnson County has distributed Emergency Food and Shelter funds previously through the Crisis Center of Johnson County Food Bank, Domestic Violence Intervention Program, Shelter House, HACAP, Red Cross, Table to Table, Free Lunch Program, North Liberty Food Pantry, Johnson County Office of Veterans’ Affairs, Salvation Army and Youth Homes – A division of Four Oaks in past years.
